The City of Howell and City of Howell Police Department have received multiple calls from businesses seeking guidance in interpreting Executive Order 2020-21, which directs all Michigan businesses and operations to temporarily suspend in-person operations that are not necessary to sustain or protect life. Several businesses and employees have asked that we advise whether or not they are considered essential under the order.  The City of Howell and Howell Police Department staff members will not be providing advice or an interpretation to make a determination in this regard as this is a rapidly evolving matter with the potential for change in direction from the state.

We are directing businesses and employees seeking clarification to review Governor Whitmer’s order and/or consult their supervisor. A FAQ providing up-to-date guidance on E.O. 2020-21 has also been posted and can be viewed at

Those that feel a business may be in violation of the order can report violations to local law enforcement, which will investigate businesses that stay open in defiance of the order, or those that deem themselves as essential contrary to the order, and those businesses will face criminal sanctions and penalties.
