The Howell Wastewater Treatment Plant treats up to 2.45 million gallons of raw sewage daily. The plant services the entire City of Howell as well as a growing number of households in Marion Township.
History
In 1936 the City of Howell built it's first wastewater treatment plant. This plant had a treatment capacity of 500,000 gallons of raw treatment processing per day. The initial cost of the plant was $65,000.00. The plant was upgraded in 1960 to treat up to 1.25 million gallons of sewage per day. This expansion provided the plant with primary settling, secondary activated sludge treatment, chlorination, sludge digestion, and sludge drying beds.
In 1972, the United States Congress passed amendments to the Water Pollution Control act which required communities to upgrade their wastewater treatment plants. Congress provided substantial financial assistance to help with this construction. Based on the 1972 law, the City of Howell upgraded the facility 1978. This construction upgraded capacity from 1.25 million gallons per day to 1.8 million gallons per day and provided for better treated wastewater with the addition of pressure filters. This construction cost a total of $7.9 million dollars, with the City contributing $1.7 million. State and Federal governments contributed $6.2 million.
In the spring of 2001, the City of Howell again increased the treatment capacity of the wastewater plant. An expansion from 1.8 to 2.45 million gallons per day allowed Marion Township to discharge waste, up to 650,000 gallons per day, to the City. The cost of the project, $6.45 million, was fully funded by Marion Township.
