The Department of Public Works (DPW) operates and maintains the City's water and sewer systems. In addition, it handles street maintenance, repair, and cleaning. Snow removal, leaf and brush pick-up are also administered by the DPW.

RESIDENTIAL SPRING CLEAN UP:

 

There will be no spring clean up in 2012.  The next spring clean up will be in 2013 on a bi-annual schedule.


 

City Cross Connection/Backflow Prevention Program Infomation

 

A Cross Connection is an arrangement of piping which could allow undesirable water, sewage, or chemical solutions to enter your drinking (potable) water system as a result of backflow. Cross Connections with potable piping systems have resulted in numerous cases of illness and even death. Historically, Cross Connections have been one of the most serious public health threats to a drinking water supply system, and many times are present in a residential water system.

 

If you have received a letter in the mail pertaining to the Howell Cross Connection program, here is the link to Michigan Plumbing and Mechanical Contractors Association.  Through this link, you can locate a Livingston County Area Plumber certfied in back flow prevention.

Trash, Yard Waste, and Recycling:
Those residing east of Michigan Avenue, including both sides of Grand River, will be picked up each Monday. Residents west of Michigan Avenue, including both sides of Grand River, will be picked up each Tuesday. Recycling will be picked up every other week starting January 2 and 3.

Bulky Items Disposal:
If you need to dispose of large items or an accumulation of junk, you can purchase a "Bulky Items" sticker(s) at the City Hall Finance office or Department of Public Works. Note: Freon must be removed (w/certification) from all applicable items.

 

Street Leaf Collection Program Fall Season:

Continue to watch the website for date updates.
Residents are encouraged to bag their leaves for pick up with the normal Yard Waste Program. Bagged leaves (no plastic) are picked up with scheduled trash pick up by Waste Management. Each household is entitled to ten Yard Barge bags free of charge. Bags may be purchased at either the City Hall Finance office or Department of Public Works. Bags may also be purchased from local retailers.

 

The Department of Public Works will pick up loose leaves under the following conditions:

  1. Leaves must be raked into a furrow (not a pile) and over the curb on the pavement. Provide a one foot space between the curb and leaves for the storm water to run in the gutter. On streets with no curb, the leaves must be placed on the pavement edge, not the road shoulder.
  2. Wet the leaves to prevent blowing if needed.
  3. The leaves cannot be mixed with any other materials, i.e. trash, brush, rocks. If leaves are mixed with materials they will not be picked up. Damage to leaf pickup machines from hidden objects may result in costly repairs to equipment.
  4. Vehicles must not be parked along the curb or in the City right-of-way in areas where leaves are to be picked up. If vehicles are parked in the way, leaves will not be picked up for that area.
  5. Leaves in plastic bags must be dumped into the furrow. Plastic bags will not be picked up.
  6. Do not rake leaves over storm sewer inlets to prevent flooding.

    The DPW will pickup leaves throughout the entire City, street by street.

    Please help us, by contacting the business office, so we can determine where the leaves are the heaviest. For additional information, please contact the DPW at 546-7510.

    Residents on Michigan Ave., Grand River Ave., and Byron Rd. only - please keep leaves behind the curb.

    By Ordinance, open burning is not permitted in the City of Howell.

Street Sweeping Schedule for 2012

Monday & Thursday nights beginning April 2 ending November 22. Weather conditions could alter the days.

 

Parking Lot Sweeping Schedule for 2012

Beginning April, and occuring once a month in June, August, & October.  Weather conditions could alter the days.  The lots will be posted with signage prior to.

 

Major/Local Street Sweeping Schedule for 2012

Street sweeping will occur the fouth week of the month, beginning April ending in August.  Weather conditions could alter the days.

 

Neighborhood Tree Planting Program:
The City of Howell has a spring tree planting program in which the City will pay 50% of the cost to purchase the tree; the homeowner pays the remaining half. The tree is planted between the sidewalk and the curb at no additional charge. Tree Request Forms can be obtained at the DPW, Treasurer's office or can be downloaded from the City's web site. Forms must be completed and mailed to the DPW no later than August 1st. Questions can be directed to the DPW at 546-7510.

 

RULES FOR RECYCLING:
Residents are encouraged to participate in the bi-weekly curbside recycling program. The City provides residents a special 18-gallon recycle bin free of charge.

Take the following steps to get started: 

  • Call the DPW at 546-7510 to order a recycle bin which will be delivered to your door within two weeks. 
  •  Prepare recyclables according to the instructions provided with the bin. Materials accepted include: newspapers, mixed office paper, corrugated cardboard, boxboard, telephone books, magazines, #1 and #2 plastic, aluminum, clear glass, and tin/steel food containers. Household batteries are no longer accepted. 
  •  Put recyclables in the bin and place at the curb by 6:00 a.m. on designated days. Please place clear glass in a separate bin or 5-gallon bucket. Please do not use yellow Recycle Bags. Refer to the city calendar for pickup dates.

Brush Pick Up:
Brush pickup will begin in April and end in October. The north side of Grand River is picked up the first Monday of each month, the south side is picked up the third Monday of each month. Due to the unavailability of a disposal site, stumps, roots, and shrubs are no longer taken. Small twigs must be containerized to be picked up with the brush. Brush must be no larger than four inches in diameter, and neatly piled with butt ends to the street. Brush pickup dates are indicated on the city calendar. 
Yard Waste Program:
The Yard Waste Program begins on April 2. Waste Management will pick up yard waste (grass clippings and leaves) in Yard Barge bags or reuseable containers. Yard waste will be picked up with your regular trash until November 20th (weather permitting). Each household is entitled to receive a package of ten 30-gallon Yard Barge bags free of charge from the Department of Public Works or City Hall. Additional bags can be purchased at the City Hall Finance office or the Department of Public Works. Yard waste pickup dates are indicated on the city calendar.
