2011 Dog Licenses – 3 Year Option
GOOD NEWS! Dog Licenses will now expire on the same date as the rabies expiration date.
You now have the option to purchase a one year license or a three year license which will expire in the MONTH of the current rabies expiration date. However, the rabies vaccination must be valid for the entire three year period in order to purchase the three year license. Please note that your 2010 dog license will extend to the MONTH of your current rabies expiration date of 2011. Rabies vaccines can be renewed anytime in the MONTH in which it expires. You are then eligible to purchase a Dog License before the end of the MONTH.
If you do NOT purchase a Dog License by the end of that MONTH, a late fee of $15.00 will be added to the price of a Dog License.
2011 DOG LICENSES MAY BE PURCHASED BEGINNING DECEMBER 1, 2010. Please provide proof of rabies vaccination and proof of spay/neuter as required by State Statute.

Effective March 1, 2011, all Howell City Park Pavilion Rental requests will be scheduled at the Howell Recreation Bennett facility located at 925 W. Grand River Ave.

2011 Water Rates
Our goal at the City of Howell is to ensure that families always have clean safe water. To meet those expectations the City will raise its rates for Water and Sewer effective July 1, 2011. The last time rates were increased was March 2010. The rate increase was determined by a study conducted in 2011. The study was undertaken to ensure the reliability and safety of the system and to provide adequate funding for capital repairs and replacements.
During the past few years, the City has made extensive improvements to the Water Treatment Plant, Water Tower and Water and Sewer distribution systems through our Street Improvement Program.
The improvements included:

Reconditioning the North Water Tower.

Replacing old and corroded lines and mains throughout the City.

Sand blasting and painting of the piping, structural beams and other metal surfaces at the treatment plant.

Improving the overall production and delivery of purified water.

Implementing a new radio telemetry communication system.
The City was able to substantially reduce the costs of the projects by utilizing over 2 million dollars in stimulus funding and low cost financing through the Drinking Water Revolving Fund.
Water revenues for rates changes are scheduled to increase by 5.5% overall, while sewer revenues will increase by 9.9%. The increase for the majority of our customers, our residents using 5/8 meters, will be approximately $7.20 per bimonthly bill or $43.20 annually. The next largest group of users, with 1” meters, will see an increase of $9.20 per bimonthly billing or $55.20 annually.
The increase in rates will help us provide the highest level of quality and service, now and in the future.

Summer Taxes
Summer taxes are due August 1, 2011, without penalty; thereafter ½ percent interest will be added each month through February 2012. An additional 3% penalty will be added February 14, 2012.

Payments may be made after regular business hours utilizing the drop box available in the ATM lobby.

Late Payments
All payments must be physically received in the City of Howell Treasurer’s office on or before March 1, 2012. Postmarks will NOT be honored. Beginning March 2, 2012, all unpaid 2011 taxes must be paid to the Livingston County Treasurer, 200 E. Grand River, Howell, MI 48843, with additional penalties.
Summer Deferred
Summer taxes may be deferred until February 14, 2012, if your 2010 total household income was less that $40,000 and you meet one of the following criteria:
-62 years of age or older
-Paraplegic, quadriplegic, or hemiplegic
-Eligible serviceperson, veteran, or widow or widower of a serviceperson
-Blind person
-Totally and permanently disabled.
Applications for deferment are available at the Treasurer’s office and must be returned by September 15, 2011.
Change of Ownership
Report change of ownership promptly to the City of Howell Assessing Department at (517) 546-3500. Failure to receive a tax bill does not exempt tax from penalties. Make sure your principal residence exemption and property transfer papers are filed with the City Assessor.
Escrow/Mortgage Company
The mortgage code number will appear in the upper-right corner of the bill. It is your responsibility to be sure the mortgage company has requested your bill for payment. Failure to receive payment by the due date will result in penalty and interest.
Personal Property Taxes
The assessment date for personal property tax is December 31, 2010. If you were in business as of that date, you are responsible for the 2011 summer and winter taxes.
