WEST SIBLEY STREET RECONSTRUCTION PROJECT-Updated 9.2.10
"COFFEE BREAK" - Continue to watch the website for future gatherings. These coffee breaks allow us to meet with the residents affected to review the progress, discuss the schedule, and address any issues or concerns.
This project will include street reconstruction implementating traffic calming measures and pedestrian circulation.
It will also accommodate new water main, sanitary sewer and storm sewer.
The intersections of W. Sibley/Tompkins and W. Sibley/Isbell have been opened up for traffic.
The tentative schedule for ongoing construction is as follows:
A temporary access has been installed at the Walnut Street public parking lot. This allows access to the lot from S. Walnut Street.
Beginning September 7th the contractor will begin switching over to the new water mains from Jewett to Michigan. There might be interrittment water interruptions.

Parking Lot #1-
Located between S. Michigan and S. Court St.
Please park in the marked areas, and do not park on site over night. Please continue to use the other public parking lots located at McCarthy/E Sibley, Michigan/W Sibley, Walnut/W Sibley which are 8-hour lots.
***Effective July 19th, parking in the lot from 2am to 8 am will be PROHIBITED and enforced by the City of Howell Police Department. This enforcement is in effect until further notice. Any vehilces left on site will be towed at the owners expense.
Beginning the week of August 24th you will see the contractor begin forming and building the curbing on the interior of the lot for islands, etc. Tenatively scheduled for the week after Labor Day, DTE should be in to begin removal of the overhead lines and poles.

RAW WATER MAIN PROJECT -
The City of Howell is in the process of replacing its raw transmission water line from the well field located on Norton Rd to the Water Plant on Marion St. The existing pipe is cast iron and over 50 years old. Crews are directional drilling and pipe bursting over 14,000 feet of 20" HDPE (plastic pipe). The project is scheduled to be completed by the end of September. This should cause no disruption in treated water to our residents.
Currently (June 29, 2010) crews have installed approximately 7,000 feet of pipe starting at the well field and working towards Mason Rd. It is anticipated that crews will begin boring and installing pipe on Mason Rd. just west of the expressway on Tuesday the 6th of July and continue working east towards the City of Howell Water Treatment Plant.
If you use this route for travel please slow down and drive with caution as crews are working at the road shoulder and may at times be in the road.

EAST SIBLEY STREET RECONSTRUCTION PROJECT-Update 8.27.2010
The City of Howell received a portion of funding from the Federal Government and the Michigan Department of Transportation (MDOT) to reconstruct E. Sibley Street from Michigan Avenue to National Street. This project included street reconstructions implementing traffic calming measures and pedestrian circulation. It also accommodates new water main, sanitary sewer and storm sewer.
RIGHT-OF-WAY/GREENBELT RESTORATION
The areas that were seeded are not accepted for installation by the City. The contractor has recently applied weed killer to these areas & once the product kills the invasive grass species (approximately 2 weeks) they will return to re-rake, re-seed & cover the areas with erosion control blankets. Once these straw blankets are in place, volunteer watering will ensure sufficient grass seed germination.
Due to the rejection, the contractor is still responsible to maintain the areas regularly until the re-seeding.
We appreciate your patience with this unsightly area, and ask that you be patient with us while we continue to pursue acceptable restoration with the contractor.

GEORGE STREET RECONSTRUCTION-Update 8.20.2010
The Michigan Department of Transportation has made the plans available to contractors interested in bidding on the project.
The Project: 0.13 miles of pavement removal, hot mix asphalt resurfacing, concrete curb, gutter, ADA ramps and sidewalk. From W. Sibley to Grand River.
Contract was awarded to DiPonio Contracting, Inc. The contractor has given the City the following schedule:
Mobilize equipment into the area - 9/7/10 to 9/9/10
Soil Erosion Control Measures - 9/16/10 to 9/21/10
Pavement Removal - 9/22/10 to 9/27/10

The Project: The Howell City Council has approved a three-year program that will reconstruct approximately 10.805 miles of the City’s 36 miles of streets beginning in July 2009 (click on the link below for a map of the streets included). The project includes not only reconstructing the roads, but also replacing aging sewer and water lines and making storm sewer improvements. The streets within the program are a mixture of local and major streets that have not undergone any significant rehabilitation within the last twenty years. City staff and engineers have also identified corresponding underground water and sanitary sewer work with the intent of providing a twenty year fix.
The plans for year one and year two can be viewed at City Hall 3rd Floor during regular business hours (8am - 5pm) Monday through Friday.

August 30, 2010 the final asphalt top layer has been placed in all areas of Phase 3. Restoration will continue.

DETAILS-
The contractor (DiPonio Construction, Inc. of Shelby Township) has indicated the process for construction is:
Pulverize asphalt roads (entire area), install sanitary sewer mains/leads, install water main, install storm sewer
within roadway, connect new watemain to existing, install water services, roadway excavation, install storm sewer outside of roadway, prepare/place concrete curbs, sidewalks and driveways, prepare/place asphalt roadway base, prepare/place asphalt driveways, install asphalt top, final grade and plant grass seed.
HOURS of CONSTRUCTION -
6:30 am - 7 pm Monday - Saturday
STREET ACCESS -
During the project, the contractor is required to keep one lane open for emergency vehicle access. During construction hours there may be time that you will not be able to access your driveway, and we encourage you to park out of the construction area along nearby side streets. At the end of each work day, the contractor will rough grade your drive approach to allow access to your homes. During the time when they will be installing curb and gutter, paving operations, and driveway approaches, this will not be possible. All attempts will be made to allow access to your homes on a regular basis, but be advised that utility and road work will create delays and cause peridoic utility interruptions.
DETOURS-
There will be no specific detour for this project; all roads will be closed to through traffic. Please allow extra time in your travels.
SPECIFIC ACCOMMODATIONS-
If you need special accommodations during construction, please contact us as soon as possible (517-546-3861), or speak to the on-site inspector once the project begins. If you have personal property within teh street right-of- way (sprinkler systems, fencing, landscaping, etc) you may want to move to better protect them. Generally the contractor is not responsible for reinstalling these items.
TRASH PICK UP-
Trash pick up will continue on the regularly scheduled day, but before contractor operations (6 am).
VIBRATIONS FROM CONSTRUCTION WORK-
Our experience has taught us that in rare cases, vibrations from construction operations have caused items within homes to "move around". We recommend packing away valuable items on shelves, walls or furniture until the project is complete.
