Effective March 1, 2010, all Howell City Park Pavilion Rental requests will be scheduled at the Howell Recreation Bennett facility located at 925 W. Grand River Ave.

2010 Water Rates
Our goal at the City of Howell is to ensure that families always have clean safe water. To meet those expectations the City will raise its rates for Water and Sewer effective March 1, 2010. The last time rates were increased was July 2008. The rate increase was determined by a study conducted in 2009. The study was undertaken to ensure the reliability and safety of the system and to provide adequate funding for capital repairs and replacements.
During the past year, the City made extensive improvements to the Water Treatment Plant, Water Tower and Water and Sewer distribution systems through our Street Improvement Program.
The improvements included:
· Reconditioning the North Water Tower
· Replacing old and corroded lines and mains throughout the City
· Sand blasting and painting of the piping, structural beams and other metal surfaces at the treatment plant
· Improving the overall production and delivery of purified water
· Implementing a new radio telemetry communication system
The City was able to substantially reduce the costs of the projects by utilizing over 2 million dollars in stimulus funding and low cost financing through the Drinking Water Revolving Fund.
Water revenues for rates changes are scheduled to increase by 4.9% overall, while sewer revenues will increase by 9.9%. The increase for the majority of our customers, our residents using 5/8 meters, will be approximately $6.65 per bimonthly bill or $39.90 annually. The next largest group of users, with 1” meters, will see an increase of $9.05 per bimonthly billing or $54.30 annually.
The increase in rates will help us provide the highest level of quality and service, now and in the future.

City Park Stickers
For City of Howell residents – If you receive a water bill, you will get one Howell City park sticker with your April/May water bill, watch for it! If your property is a rental, you are responsible to give the park sticker to your renter. If you desire more park stickers, please come to City Hall and show proof of residency. We will be happy to provide you with your one additional free park sticker.
Additional stickers, beyond the two free stickers will be $15 each
Stickers will also be available at the park entrance booth, with proof of residency.
Summer Taxes
Summer taxes are due July 31, 2009, without penalty; thereafter ½ percent interest will be added each month through February 2010. An additional 3% penalty will be added February 17, 2010.

Payments may be made after regular business hours utilizing the drop box available in the ATM lobby.

Late Payments
All payments must be physically received in the City of Howell Treasurer’s office on or before March 1, 2010. Postmarks will NOT be honored. Beginning March 2, 2010, all unpaid 2009 taxes must be paid to the Livingston County Treasurer, 200 E. Grand River, Howell, MI 48843, with additional penalties.
Summer Deferred
Summer taxes may be deferred until February 17, 2010, if your 2008 total household income was less that $40,000 and you meet one of the following criteria:
-62 years of age or older
-Paraplegic, quadriplegic, or hemiplegic
-Eligible serviceperson, veteran, or widow or widower of a serviceperson
-Blind person
-Totally and permanently disabled.
Applications for deferment are available at the Treasurer’s office and must be returned by September 15, 2009.
Change of Ownership
Report change of ownership promptly to the City of Howell Assessing Department at (517) 546-3500. Failure to receive a tax bill does not exempt tax from penalties. Make sure your principal residence exemption and property transfer papers are filed with the City Assessor.
Escrow/Mortgage Company
The mortgage code number will appear in the upper-right corner of the bill. It is your responsibility to be sure the mortgage company has requested your bill for payment. Failure to receive payment by the due date will result in penalty and interest.
Personal Property Taxes
The assessment date for personal property tax is December 31, 2008. If you were in business as of that date, you are responsible for the 2009 summer and winter taxes.
