The Community Development Department facilitates and promotes high quality growth and development in the City. Department staff is charged with maintaining high professional standards, quick response times, and customer friendly service.
The Department is responsible for coordinating long range planning, current planning and zoning, code enforcement, building inspection, economic development, neighborhood development, brownfield redevelopment.
The department provides support to the Planning Commission, Board of Zoning Appeals, and the City Manager.
In accordance with Public Act 230 of 1972, State of Michigan Construction Code Act, the City of Howell Community Development Department is charged with the administration and enforcement of the Michigan Building Code.
The building official shall receive applications, review construction documents and issue permits for the erection, alteration, demolition and moving of buildings and structures. The Howell Building Department also inspects the premises for which such permits have been issued and enforce compliance with the provisions of the code.
General building permits include roofing, decks, fencing, new construction, renovations/additions, demolitions and signs.

Code Enforcement
Code Enforcement is responsible for the enforcement of ordinances that have been adopted to protect the public and assist in maintaining the quality of life in Howell. Ordinances include litter, zoning, signs, junk vehicles, nuisances, and noxious weeds.
Lawn Mowing -
Section 622.02 - Vegetation - states that no owner, lessee or occupant or any agent shall permit or maintain on any such lot any growth of weeds, grass or other rank vegetation to a greater height than eight inches on an average. If you believe that someone is in violation of this, please contact our office.
Snow Removal-
Ordinance 1022.07 states that property owners are responsible to clear the snow from their sidewalk within 24 hours after snow has fallen.

Winter is approaching fast, and the City of Howell is teaming up with local volunteers to help residents. If you would like to volunteer to offer shoveling assistance to the elderly and disabled in the City of Howell, please contact our office at 517-546-3861 or enforcement@cityofhowell.org.
Planning and zoning for the city is conducted by the community development department. This division oversees the administration of the Zoning Ordinance, the implementation of the City's Master Plan, site plan review, rezonings, special land uses and variances.
