Heat Emergency Policy
Programs and Policies

The purpose of this policy is to protect the health, safety and welfare of the residents of the City of Howell and surrounding areas by offering the use of certain air-conditioned City facilities as cooling shelters during extended periods of high heat and humidity.

The Mayor may declare a "Heat Emergency," a policy decision based on the following set of variables:

• Long-term temperatures above 90 degrees for more than four (4) consecutive days.
• Consistent high humidity.
• Consistent with federal and/or state action, i.e. declaration of a Heat Emergency by the President or Governor.

The declaration of a "Heat Emergency" activates the operation of "Cooling Centers" managed by the Parks and Recreation Department located in the recreation centers identified by that department. Water, and ice will be provided. Howell City Police and Livingston Essential Transportation Service will provide transportation for extreme cases where residents warrant transportation to the site.

The Livingston County Daily Press & Argus and WHMI (93.5 FM) will be notified in the event of a "Heat Emergency" and given location(s), hours of operation, and transportation information. The City of Howell web site will also provide notification of a "Heat Emergency".
